admin-mf aa18189ea9 Merge upstream/main: add IRC, Matrix channels and upstream improvements 
Resolves 5 conflicts by keeping both our additions (MagicForm channel,
ResponseMetrics, AllowedTools enforcement) and upstream's (IRC channel,
Matrix channel, improved comments).
